Rosemary Pinkston and coach Kenneth Franklin incorporated Houston All-Stars Children's Development Program as a nonprofit organization in 1997, after working with young athletes in an ever increasing routine and more demanding schedule since 1986. Eleven years as a grass-roots organization were volunteer hours only - valuable and successful, but not documented or coordinated as they have been since becoming an after school program in 1999. 

Operating from Elrod elementary in the Braeswood Community since 1999, Argyle Elementary in the Fonmeadows Community from 2002 to 2004, and partnering with the 21st Century for the past two years, the program have served over 1400 individual students aging from six to fourteen years old in disciplines ranging from educational enhancement and artistic expression through community involvement and athletics.

Methods and programs are deeply rooted over years of interacting with children in two of Houston's most severely disavantaged neighborhoods. The main focal point of Houston All-Stars programming (to begin with), was to contemplate on efforts to provide alternative methods of motivating students who were failing at school, causing disturbances or having problems socializing with other children - especially at-risk students who were low in self-esteem and short on confidence. Reading, math and homework skills have been the bedrock of Houston All-stars teaching based assistance that has managed over several years to involve parents, PTO organizations, neighborhood businesses, law enforcement officials, teachers and artists in improving the odds for success in these extremely deprived locations. The program designed and based on long years of experience, includes significant one on one time with adults and older youth mentors, and provides opportunities for youth to focus on, and achieve success with, the encouragement and input of someone who really cares.

Even though Houston All-Stars carefully concentrates on a more concise group of young children, initially, the aim and desire (in spite of all changes), still remain solely on helping any young children who are absolutely in dire need of finding themselves and their talents.
